I talked it over with the PMC, and we will run a build to include the
new splash screen https://bugs.eclipse.org/bugs/show_bug.cgi?id=262088

It will be the only contribution to the rebuild (barring a no-go on
https://bugs.eclipse.org/bugs/show_bug.cgi?id=263032 for technical
reasons) and the build with the new splash screen will be promoted to
M5
