This bug has been backported to 3.4.x (https://bugs.eclipse.org/bugs/show_bug.cgi?id=254640). I will try to dig some more as to why this is happening.

This test failed intermittently in the 3.5 stream as well. See:

This was fixed in the 3.5 stream, but the fix was not back-ported to the 3.4 stream, so I think this intermittent failure is expected. I think we should just disable the test in the remaining 3.4.2 builds to avoid disruption.

p2 has not recontributed to the M build and this test has passed for all the M build since November. Kim, could you please rerun the p2 tests?
