[platform-help-dev] update: platform specific docs

Hi all, 

I filed a bug to track the work I will be doing on the platform specific
docs proposal: 

https://bugs.eclipse.org/bugs/show_bug.cgi?id=82815

I'm actively working on it so there should be a steady stream of patches
posted there.

Attached is a small patch to the platform specific docs page; I added a
link to the style guide.
