In this case, that URL is correctly not found because folders in WTP's CI download area are automatically pruned at the 30 day mark (to reduce space as it is sometimes mirrored). 3.31's final builds were a month ago, and with builds outputting for 3.32 since then (and with a new I-latest), the entire 3.31 output area has now been automatically pruned.
