All the update sites are sound and have the correct content.
The only problem is that this link does not exist because someone
overlooked creating it:
https://projects.eclipse.org/projects/eclipse/releases/4.29.0
As a result, this mostly-generated page cannot point to it:
https://projects.eclipse.org/releases/2023-09
But these sites have the correct content:
https://download.eclipse.org/eclipse/updates/4.29/
https://download.eclipse.org/releases/2023-09/
Also, all the links in Rahul's email are correct and have the
4.29 content for the 2023-09 release.
I don't know anything about Homebrew or what the discussion there
is about.
In any case, release records on projects.eclipse.org are not
relevant with respect to the actual released content which is
correct as it is now and is not in need of fixing.

I did ask folks to review their release records, and to
create new ones where appropriate, well ahead of when Wayne
created the PMI page on this issue:
