GitLab is a great tool, but it doesn't have the momentum of GitHub and using it would be almost no improvement for the community compared to sticking to Bugzilla/Gerrit; contributors would still need to do things differently for Eclipse project as what they do for __quote any popular GitHub project__. Migrating to GitLab is not profitable for Eclipse project IMO; migration cost would be the same with GitHub (relatively big), value would be just a slightly better tool but still not the de-facto standard of open-source development.
