If you can come up with more clearly defined requirements/ideas, that
would
be great. Note that Eclipse *is* a framework and *does* provide (some
aspects of) a runtime environment for Java applications. That does not
mean
it is (or wants to be) a Java VM...
You should try proposing your ideas in the newsgroups, where other users
will be able to discuss/contribute:

Or open specific feature requests in Bugzilla:

How could I turn eclipse into a java implementation framework, that will

only allow me to develop Java apps, but also provide a runtime enviroment
for java apps, and a java virtual machine for well just anything.
