[platform-core-dev] new fragment added

A new fragment named "org.eclipse.core.resources.compatibility" was added
last week and will be part of this week's i-build. This fragment contains
the old implementation for the local history and persistent properties, as
well as code that converts existing metadata to the format used by the new
implementation. When backward compatibility for local history/persistent
properties in workspaces created by previous builds is not required, the
fragment can be dropped.

Please report any eventual problems related to local history or persistent
properties against Platform/Resources.
