I think I have to choose the new project -> fortran project -> makefile project -> empty project - fortran and go from there...

How do I create an empty Fortan project for an executable?

Also the PGI comes with the com.pgroup.plugin.feature.group plugin but
it does not seem to create a Fortran toolchain options?

Intel comes with the following plug-ins that I first thought where
problematic, so I uninstalled eclipse and reinstalled it clean without
the intel plugins, but I have the same issues.
- com.intel.compiler.composerxe.feature.group
- com.intel.debugger.cdt.dsf.mpm-feature.feature.group
