Do you have 'make' installed? Is it in your path?
See the instructions here: http://wiki.eclipse.org/PTP/photran/installation
which includes (under "Additional Instructions for Windows Users") info on making sure you have a Fortran compiler and a make utility installed, and in your PATH.

But in step 21 "In the Fortran Projects view, expand the Binaries entry, and click on your executable (e.g., "whatever - [x86le]")"
I don't see a .o/.obj/what have you!
