RE: [photran] Photran 4.0b2 issues

Looking at this, I see that someone added a require section to the Intel
feature manifest file.  I don't think a require section is needed, but
probably doesn't hurt anything.  Except that in this case, the import
statement which specifies the Photran feature as required has a mistake.
The Photran feature is org.eclipse.photran-feature, not photran_feature.
I'm guessing that is all that is wrong here.

Someone else was getting a similar erroneous claim about the CDT 
version.  I'll take a look at these... we might need to rebuild the beta

without Eclipse's version enforcement.

This was pulled due to changes in CDT (which supplies the Outline view),

and I did not get it back in for beta 2.
