[photran-dev] Problem in RC4 build

With due apologies...

I found a problem in the RC4 build that we really need to fix.  Three 
externalized strings in bundle.properties aren't being loaded in the 
built version, although they work fine in my runtime workspace.  I guess 
it's looking for them in plugin.properties instead, but I'm not sure.  I 
don't understand why the behavior would be different between the two.

The problem is that (1) the Outline view displays <%source-form.name.1> 
and (2) the Source Forms property page is completely unusable since the 
names are <%source-form.name.1>, <%source-form.name.2>, etc.

What now?
