Part I of the Photran Developer's Guide is up-to-date and is linked from the Internals page on Photran's Web site.

CVS instructions are current. I included a link to the Eclipse 3.6 RC1 SDK download.
You no longer need a TESTING environment variable set to run the test suite; it automatically detects if it is being run by JUnit.
I added a section on creating a launch configuration. This describes how to enable assertions, increase PermGen and heap space, and how to enable fixed form refactoring if necessary.

I am working on Part II; it is outdated at the moment...
