[photran-dev] Wiki page listing refactorings being developed

I started a wiki page here...

...with a list of the refactorings I know people are/were developing.

If you're developing a refactoring and planning to contribute it to 
Photran, please update that page, or let me know so I can edit it. 
Hopefully this will keep us from stepping on each other!

There are a few people whose refactorings I didn't list, either because 
I didn't know the status or couldn't quickly find the right e-mail from 
them (Mariano at UNLP, for example).  Please let me know...
