Interchange Loops and Unify Keyword Case are in CVS. Also, I reorganized the Refactor menu into groups, since it was beginning to look like a big bucket of random stuff. Please update from CVS, noting that, if you're developing refactorings, you might have to resolve some conflicts due to the changes in plugin.xml.

Kurt -- I'm currently getting 3 test failures in the Keyword Capitalization test suite; after you pull the committed version from CVS, could you please take a look at those?
