[photran-dev] Created new plug-in org.eclipse.photran.cdtinterface.vpg

In an effort to better isolate the CDT-based and CDT-independent parts 
of Photran, I created a new project called 
org.eclipse.photran.cdtinterface.vpg.  For now, this just contains the 
model builder, but conceptually it is intended to contain all of the 
pieces that require the VPG (parser/analyses) and contribute to or 
borrow heavily from CDT.

PLEASE CHECK OUT THIS PROJECT FROM CVS AND ADD IT TO YOUR WORKSPACE.

Greg, I *think* I updated the build scripts correctly to include this 
project in the automated builds, but I guess we'll find out next time we 
do a build...
