CDT 3.1.1 will be released in Sept. I'd be happy to accept a patch for this.

FYI Fortran source files will be given .C icons in the 
Fortran-Projects/C-Projects view in the new beta/release.  Fixing this 
will require a patch to CDT (think 3.1.1/3.2)...
