I'm currently working on upgrading the features plugin so that it  
works with CDT 3.1.  I'm planning on releasing this internally to  
LANL at least.  Jeffery, should I commit this into the repository as  
well?  I didn't want to break any plans you all have.

I've been doing a lot of testing and I'm starting to hand the latest  
version with CDT 3.1 to our users.  It is not perfect but usable.
