[pde-build-dev] Build Error when package is excluded

I have a plugin and in the properties dialog I have marked a package as
excluded on the source tab.  But when I build the plugin with PDE I
still get an error on the excluded package.  Is this normal behavior or
do I have to do something special to get the excluded packages not compiled?
