Kamil,

if you would like to start the contribution of mqtt-spy to Paho, please open a bug and attach the source code, similar to what Paolo did for m2mqtt. Paolo's bug is here: https://bugs.eclipse.org/bugs/show_bug.cgi?id=443776

You should look at the Eclipse Committer Due Diligence Guidelines, https://eclipse.org/legal/committerguidelines.php, to get an idea of what is expected of committers in Eclipse projects. It might seem a bit long, but the goal is to ensure that all code in Eclipse projects is squeaky clean, legally, so that it can anyone can use with confidence.

I tried to run the GUI the other day.  Downloaded the jar, installed Java

then tried to run the jar with java -jar ..., which failed because it
couldn't find the main class.

Are there "how to run" instructions which I missed?  Admittedly I was
rushing, and if I took a little more time I could figure it out, but I
thought I'd ask :-)

I think it would be better to put mqtt-spy to the incubator first.
Once it matured enough, we can then move it to the main Paho project.
I'm very flexible on that.

With regards to dependencies - yes, I'd need some legal help, although
I don't expect any problems with that hopefully - all dependencies
seem to be on Eclipse/Apache/BSD/GPL licenses.

At work, we've been using mqtt-spy (the GUI) for a couple of months
now.

seems to be coping pretty well with a variery of brokers, including
WMQ,

The daemon is less mature, but have been heavily used over the last
