[paho-dev] Paho-mqtt python readme update

Hello, my name is Oscar Franco.

I work for CodeRoad, we are a software company teamed up with several IoT partners, one of our partners Xively has asked us to go through the documentation of several libraries as some of them doesn't seem to be complete and/or accurate, my responsability is to update the paho-mqtt library documentation, for this purpose I would like to know how can I make a merge request or update on the paho-mqtt library to contribute on the README.md file maintenance.
