For everyone's info:

There is a feature project (see path below) that has all the non-ui-p2 bundles...for server-side usage of p2. This feature is here in CVS:

host:  dev.eclipse.org
path:  /cvsroot/rt
module: org.eclipse.equinox/server-side/features/org.eclipse.equinox.server.p2

For example, this feature was used to create the Amazon server image describe/pointed to on this page:
http://wiki.eclipse.org/EclipseRT_for_Amazon_EC2

This can and/could be used directly, or as a model for other/custom features. It's shape was based on some of the toast server contents, as well as other things.

There are several other possibly useful server-side feature projects in that same area...i.e for the Equinox 'core' (org.eclipse.equinox.core), the servletbridge and jetty contexts, etc.
