We don't provide such a plug-in here, however I think that the Maven team has something along those lines.
You may want to check on their ML.
Also I think that their Nexus commercial offering allows to see Maven repos as p2 repos.

We a looking for a way to provision equinox runtime from Maven repository populated with bundles. How can this be done via Maven and P2? Is there a Maven-p2 integration so that Maven can generate P2 repo metadata for the Maven repo?
