[p2-dev] Request for inclusion of new version of ECF

In preference to previously created builds, please use the ECF build 
described here

https://bugs.eclipse.org/bugs/show_bug.cgi?id=219499#c131

for the platform RC4+0 build occurring later today. 

This build was done (in preference to build done yesterday 6/3) in order 
to deal with the issue described in 
https://bugs.eclipse.org/bugs/show_bug.cgi?id=219499#c125
