This what we are doing for to produce the SDK.
You need to run the p2 director

Hello,

Is there a way to implement cross-platform installation with P2? For 
example, download and layout Eclipse/Win32 directory structure on a 
Linux machine. Then move the directory structure to a Windows box and 
run any platform specific configuration there.
