[p2-dev] Change in EE for ECF with next integration

As can be seen on the discussion on bug 
https://bugs.eclipse.org/bugs/show_bug.cgi?id=263613, ECF has occasion 
to change the execution environment on the o.e.e.provider.filetransfer 
bundle from:  CDC 1.0/Foundation 1.0,JRE 1.3 to CDC 1.1/Foundation 
1.1,JRE 1.4.

Next Monday's integration build will include this change along with 
others.  I just wanted to give a heads up to verify that this won't 
cause any downstream problems (e.g. in the platform build).  If it does 
for whatever reason, please let me know.
