[p2-dev] Update p2.releng please

In order to address bug 
https://bugs.eclipse.org/bugs/show_bug.cgi?id=226769 we've made an 
addition to the org.eclipse.ecf.filetransfer API on our HEAD stream 
(which is what we are now using for ECF 3.0/Eclipse 3.5 work).

It's my understanding that the p2.releng project set file still points 
to the Release_2_0 branch for relevant ECF projects, and this should be 
updated to point to head rather than the Release_2_0 branch.  So could 
someone appropriate please change to head in p2.releng project set file?
