I found a solution for this. If I change the config.ini to start the
org.eclipse.update.configurator before the
org.eclipse.equinox.simpleconfigurator everything seems to work as
expected. A bit odd though, that my original configuration works on C:
but not on other drives.

until we find some time to actually move all of the code over to p2,

What's the quickest way to make this work?
