[osee-dev] OSEE System User addition

OSEE currently has four default users.

NoOne, Guest, BootStrap and UnAssigned

It was identified in a number of different cases that it would be nice
to have a "System" type user for when programatic things are done in the
system that really don't belong to a specific user.  

Since the NoOne user seemed to be the closest to this concept, the
proposal was to change the "No One" user to be named "OSEE System".

Interested in any comments, suggestions on this change and what other
system type users might be useful.
