I have deployed this build to orion.eclipse.org.

Still no word on the server test failures.
It simply can't open a port on the build machine, even when I tried switching
to another port. My best guess is that there was a change on the build
machine to prevent applications opening ports. We could try running the
tests on a different machine such as orion.eclipse.org, but that will take
non-trivial builder changes. Meanwhile I have been running the server tests
manually on my own machine where they continue to all pass.
