[orion-dev] 4.0 Release Tagged and Maintenance Branch Created

I've tagged the Orion 4.0 release in the repo with ... "R4.0" and have created a maintenance branch "R4.0_maintenance".
As a reminder, the maintenance branch is meant only for "critical fixes to existing functionality". Before committing to this branch please ask for a review from Ken or myself as there are product teams relying on its stability.

Hi folks,
We're waiting on one last doc change but then will be tagging for R4.0.

The RC3 maintenance branch is now in sync with master. Please do not contribute any more changes to this branch as it will be eliminated next week and we will be opening up both Master and the new maintenance branch tomorrow after the dev call.
