yes, this is completely true.  It has been spoken of in passing [1], but probably never explicitly stated.
It's busted me quite a few times.  If the server and client change in tandem, then you get in a situation where self hosting is running the latest client against whatever server the build is running.  On orion.eclipse.org, the situation is rectified by the next day's build, but on orionhub, I would imagine you could get stuck pretty easily in this situation.

My second effort to use self-hosting was a complete bust. The home
page won't load because the server gives  500 for 35 files.
I wonder if there is some unspoken rule, like "you can only self-host
if you clone the server and client at the same time"?  I'm using an
integration build from Tuesday with the orion.client master branch.
