That's a good question. In the 0.2 release and onward we're using the caching filter for everything "including plugins" hosted on the same server.
The only thing I can think of is that you had pre-release 0.2 code cached?? but that seems like a stretch.

There should be absolutely no caching or localstorage.clear() type problems and if we run into one we really need to log this as a bug.

This step solved the problem on the Chrome browser.

I don't understand why you say that. Why doesn't the cache control
header etc address this issue? That is what they are for.
