I have created a Gerrit patch

and the CQ is approved. 

But I have a question if the contribution is correct. EBR is wrapping the jar and creates a new bundle. But the GlazedLists jar already contains proper OSGi metadata. So wrapping is actually not necessary. 

IIRC you can add pomDependencies and simply add a bundle from Maven to an update site. But of course it is then not automatically added to the categories.

Unfortunately I am not able to test locally because of that build bug on Windows. So the question, is it intended that bundles are additionally wrapped in Orbit even it is not necessary, or is there another not yet documented way of adding bundles to Orbit without wrapping?

I've filed https://bugs.eclipse.org/bugs/show_bug.cgi?id=551026 as I
was able to reproduce what appears to be the same issue, but failing on
a different bundle.
