[orbit-dev] Declaring Build: R20180206163158 (Oxygen.3)

Hello all,

I'm declaring R20180206163158 [1] as our contribution for Oxygen.3.

This is the same as our Oxygen.3 RC1 contribution, except the 'M' (maintenance)
has been replaced with an 'R' (recommended) to signify that this is the final
build and our intent to retain it indefinitely (unlike M builds, which can be
removed once the R build is released)

As our previous M build, this a composite repository combining a build
(20170303204511, same as Oxygen.0) that is based on the last good build from
CVS (20160520211859, Neon) [2] and the same bundles from the Oxygen.3 RC1
contribution to orbit-recipes [3].
