Yes, it is. In almost all cases.
It is best, of course, to open a bug to document, long term, what you are doing, and then use the bug as the comment when you check in the code, so changes can be tracked back. (We'll forget next week what's said in the mailing list this week :)

Hi,
Seems that the failure is because of a typo in spellchecker's source
manifest. The manifest refers to "org.apache.lucene.spellcheck" and not
"org.apache.lucene.spellcheck*er*"
I'm not sure if it's acceptable to fix someone else's bundle, but I'm
about to fix it to see if Cruise goes green.
