[orbit-dev] request for committer in Orbit

Title: request for committer in Orbit

Hi all,
       I  am an committer in STP project. And our project depends on some 3rd party libraries. So, we want to put these libraries into Orbit.

       These libraries include:
           1. Jaxws-api-2.0.jar (This library has already been approved in IPZilla. [1])   
           2. Jaxb-api-2.0.jar (This library has already been approved in IPZilla. [2])
           3. jsr181-api.jar (This library need to be approved in IPZilla)
           4. sca-java-api.jar (This library need to be approved in IPZilla)
