[orbit-dev] Status of Orbit builds and Need Review of 178723

I did promote a recent build to "downloads"
area, for projects to snag a near-final version for any builds they are
currently doing.

There's two issue's I'd like to ask
to be reviewed related to bug 178723, as I've noted in comment #11. 
Any objections?

Subject to review of two issues:
1. Is there any reason to not mark the pre-built jars by appropriate properties
in eclipse.inf files in those jars? 

2. As sort of a side effect of fixing this issue, the Orbit builds now
explicitly use a Pack 200 effort level of -E4 
(pack200.args = -E4_
I believe this is recommended anyway ... but .. since a "last minute"
change, 
I wanted to call it out.
