Just to clarify, I was proposing one
file per bundle symbolic name as DJ originally proposed.  Tath file
would contain information about several versions of that bundle.  I
believe that that aggregation is reasonable/managable.

I think one file per bundle is the way to go - I'm not
seeing the advantage of one big file for everything. Everyone uses a specific
version of a specific library (i.e., a specific bundle), so the one file
per bundle makes the Eclipse Legal verification step much easier.
