[openmq-dev] Issue 478 - jaxm-api

Hi Team

Regarding https://github.com/eclipse-ee4j/openmq/issues/478 - "Provide
jaxm-api jar through maven under EPL/GPL license"

I think this module (jaxm-api) could be separated into its own
repository, just like saaj-api is.
I'm not sure if it should be maintained by ee4j.jaxws or have other caretaker.

https://jcp.org/aboutJava/communityprocess/mrel/jsr067/index4.html -
where metro-saaj was listed as RI.)

After removing (essentially not needed) dependency to MQ
(https://github.com/eclipse-ee4j/openmq/pull/994) - JAXM-API could
stand alone and be used AS dependency for MQ examples and by saaj as
requested in 478.

Please share your opinion on this.
