[openmdm-wg-members] IP Issues in Eclipse mdmbl project

I’m writing to you because we have found IP issues in the mdmbl project. The issues were uncovered by Angelika during her prep work for a full release review. 

What are the issues? In the development phase up to the end of 2016 no Contribution Questionnaires (CQ) have been filed for 3rd party code that is used by the code in the mdmbl project. CQs serve the purpose to identify and clear usage of external artifacts (e.g., libraries) for usage in the project. To file the CQs is part of the committer’s responsibility. After some investigation from Angelika and the Eclipse Foundation IP experts it became apparent that this has not happened.  Even worse, code that is licensed under a LGPL predecessor license has been added to the code base that is currently distributed (JacORB Services [2]) and is now distributed via the downloads.

What happens next? First, the Eclipse IP team will remove all code that contains the JacORB libraries from the Eclipse repositories and download page. For some time, there will be no downloads. The dev team will have to work on a build that does not include the JacORB libraries and find a solution to provide the functionality in a different way. 

In parallel, Angelika and the Eclipse IP team will closely collaborate to make the project compliant with the Eclipse IP requirements, at least in terms of license compatibility (IP Process Type A [3]). Aside from the above mentioned issue there’s around 40 Java libraries and 29 _javascript_ libraries that need to be cleared for the production version. Additional libraries need to be cleared for the development version. 

We hope that we reach this state of compliance in the next couple of weeks. 

[2] JacORB services library has been chosen to allow the Avalon server to notify ElasticSearch about changes in the database.
