[openj9-dev] Draft release process

As promised on the last Hangout, I've put together a rough draft release process for OpenJ9 via pull request: https://github.com/eclipse/openj9/pull/982

 

The document describes a number of high-level goals for a release, how they should be tracked (and at which project: OpenJ9, Extensions, Adopt), and then proposes a release process to meet those goals.

 

While this is still a work in progress and very rough, it is based on the release process IBM has been using to release J9.
