I very much like the end "for computer programs': or to make that stronger:

An *operating system* (*OS*) is system software that manages computer hardware and software resources, and provides common services <https://en.wikipedia.org/wiki/Daemon_(computing)> for further computer programs to run on that system.

I think this keeps it away from kernels, hypervisors, boot managres and so on better.
