[oniro-pmc] Francesco Pham stepping up as PMC lead
According to the last discussions, the PMC agreed on having Francesco Pham as the new Oniro PMC lead replacing of Stefan Schmidt who left the project. His contributions and depth of knowledge of the current technical job the Oniro community is developing makes him a suitable candidate for the role.

I kindly ask PMC members to +1 to confirm the decision.
