A project lead election for Esben Haabendal on project Eclipse Oniro OH

Esben has been a core developer for meta-openharmony from the beginning.
Starting when it was part of Oniro core and also now that it moved over into
the Oniro OH project.

combined. He has been available for questions and support and has been
driving
the project.
