After consulting internally at EF, and as I advanced you through chat 
(#oniroproject channel at libera.chat), let me propose the following, based on 
two criteria:
1.- We want the fewer possible number of channels at first.
   * Topic specific channels require some critic mass to justify the effort to 
implement them, moderate them, etc.
2.- IP management and license compliance technical topics is of interest 
across different projects and WGs at EF.

Based on such criteria, I would like to make a proposal:

* We create a specific channel under the EF matrix space (not Oniro) to deal 
with Oniro IP management and license compliance related topics.
* Before rolling out the chat service to other projects, we invite subject 
matter experts and interested parties from the following areas to join the 
channel: EF IP Team, IoT&Edge, automotive and open mobility.
   * The channel will be wider in impact and information but not in scope.
   * Based on the results, we decide if this room/channel will be part of the 
roll out  within the EF space, so we extend the target audience, or we will 
take a different approach (focused on embedded or on distros...).
* All software engineering and infrastructure related topics, as well as IP-
toolchain migration topics, will be discussed at first at the oniro-dev 
channel.

I hope the above meet your needs and allow us to create a critic mass for such 
subject matter experts room/channel from early on.
