[mylyn-reviews-dev] Nominate Kilian Matt and Steffen Pingel as Mylyn Rev

I'd like to propose that Kilian Matt and Steffen Pingel replace me as Mylyn Reviews project lead on a co-leadership basis.

Kilian has been involved from the beginning of Mylyn Reviews and provided the initial contribution. Steffen is known as "the worker bee" and is already doing the most of the organizational tasks.

Both are the only active committers from the last 3 months (http://www.eclipse.org/projects/project.php?id=mylyn.reviews) and are actively enganged in the Eclipse community.
