There are no separate PSF files for the releases. I would recommend the PSF file for head: http://www.eclipse.org/mylyn/doc/dev/mylyn.psf . Once source are checked out you can switch all Mylyn plug-ins to the release tag (R_3_1_0) if you need to work against a particular revision.
