Local subtasks have to be enabled in the preferences after installing
the UI Experiments feature from the incubator update site.

Note that local subtasks will be enabled in the upcoming Mylyn version
by default:

 238498: enable local subtasks
 https://bugs.eclipse.org/bugs/show_bug.cgi?id=238498
