Right you are Eugene, we now have the infrastructure to support
attachments, that bug has been open since July:

We do have plans to build on the new attachment functionality (and
improve it as well). Along with making attachments themselves available
and usable within the bugzilla editor, we will soon be able to support
applying patches via the tasks ui.
